Can't complete survival manual manual chpt 3 pt4 (vast) because I did it before

I play in the SEA server, and the survival manual chapter 3 part 4 told me to "talk to vast to learn fishing techniques" when I already did it before the update. This causes me to not be able to move on with my survival manual. I cannot interact with vast and fishing or other things cannot trigger any action with him. If you also face this problem, what do you do to fix this problem, and if this problem isn't solveable i've sent a bug report. thanks
