This is not possible at the moment but you can send this suggestion to the game developers just go to the Comments and Suggestions tab in our forum on the homepage. maybe in the future add this option.

Yes the owner can disable. Just go to your home generator click on the info option then you will see a gear icon just click there and remove build and furniture permissions as these options are for moving furniture and home.

So far Cohab is only between two people. maybe in the future they can understand more than two people but so far this is not possible.
