What happened? Go upstairs in the Town Hall to see what Justin doing?
I went there 3times every single day and still couldn't see him.

You need to visit Justin when the Light Occupation period is active.
We are supposed to check the period via the "Invasion" tab however it seems to have ended and is missing this tab now.
