After you reach the maximum exp for lvl8 attachment or just save 64pcs lvl1 attachments and fill it up , click upgrade/modify.

Alternatively you can switch up your map lines so that you are the only one who's hunting for those mysterious chest. Or look around first before killing the hulk guard so they cant able to steal your chest

There is no punishment for now. But from past update they separate emu user from mobile users in farstar city
