Agrarian, steam and the latest one electric are all camp levels. And you can buy nails from weapon shop in camp once your camp is upgraded to agricultural. You can also buy nail from trade if you need it.

Try doing daily quest miska and Nancy together to increase your friendliness you can also gift red roses from mall to increase your friendship

It means you are lower level then the most of the players in the server and to help you catch up with the most of the player the buffs are given

You can buy Ginkgo Seedling from mall which cost 600 gold. You can plant that to get the tree oil or there is a low chance of getting that from cutting trees in snow highland and mouth swamp map.
