Where can Armor Smith be found to learn level 4 back and expand

You need to be an Armorer III to unlock the Level 4 Backpack in abilities (using skill points).
Once unlocked, you can craft a backpack using Gear Work Station > Armor making > Exclusive Formula > Lv 4 Expand Backpack.
Then go back to Armorer NPC in town to expand.
