Backpack Upgrade to level 2

Hi I would like to know as of why I cant upgrade my backpack to level 2. Im done with my quest on farstar and asking me to armorer or hope 101.

You need to make it with some material, and you need to make it in Armor Shop tool.

Go to armor shop in Hope 101 or private camp, then talk to npc to upgrade backpack, so it will cost the backpack upgrade and some new dollars (also you can upgrade again by making one upgrade one lvl higher)
